The Vermont Education Health Initiative (VEHI) is a large, non-profit purchaser of health care plans for Vermont's school employees. This self-funded, fully-insured purchasing trust is managed jointly by the Vermont School Boards Insurance Trust (VSBIT) and the Vermont-National Education Association (Vermont-NEA).
The Health Program, which was started by VSBIT in 1984,began with 98 school districts and covered 2,327 employees (16 of these schools and 333 employees were enrolled in the JY Managed Benefit Plan). The program has since grown to include every public school district in the State and approximately 25 private schools, covering almost 19,000 employees and retired teachers.
The VEHI Dental Program began on July 1, 2000, with approximately 3,550 subscribers and has since grown to include approximately 8,290 employees in 205 schools. Five basic plan options are available through the VEHI/Northeast Delta Dental (NEDD) Program, however, school districts which purchase dental coverage directly with Delta Dental are able to enroll in the VEHI Program with their existing plan.
VEHI & Gallagher Benefit Services Form Partnership Project to Help Vermont School Districts and Local Unions with ACA Compliance

Our partnership is committed to providing Vermont schools and local unions with detailed technical assistance, analysis and compliance services to better understand and successfully navigate the next phases of the Affordable Care Act’s implementation. This is an immense undertaking for VEHI, commensurate with the many complexities posed by the ACA, and we are delighted to be working with GBS, with whom VSBIT has had a business relationship for several years.
Since July 2002, VEHI has offered high quality Long-Term Disability and Life plans. In the fall of 2014 VEHI partnered with Gallagher Benefits Services and Lincoln Financial Group to enhance this program, which leverages the purchasing power of VEHI to provide attractive terms and highly competitive pricing guaranteed for three years.
